Clause 14 - Sums held by, and liabilities of, the counterparty
Clause 14 allows the Department to make regulations about the use of money held by the counterparty including payments into the Consolidated Fund. The regulations shall also specify how the counterparty is to meet its costs and where the counterparty has insufficient funds to meet its costs, how the available sums are to be apportioned.
