Clause 16 - Orders and regulations under the 1985 Order

Clause 16 replaces certain references to orders in the 1985 Order with references to regulations. This means that all of the Department’s powers to make subordinate legislation under the 1985 Order will be through regulations which will be approved by the Assembly through negative resolution.
